A care home which was immediately closed down after inspectors found appalling failings has been rated as “inadequate” in every category in the subsequent report.

Two frail and elderly pensioners died after being urgently moved from Merok Park in Banstead, Surrey, and its sister home in nearby Grantley Court in Sutton in December when they were declared a ”serious risk” to residents.

Releasing its findings today, the Care Quality Commission (CQC) said its inspection found Merok Park was dirty, with soiled clinical waste left in open bags in one bathroom, and others not having any handwash and featuring stained toilets and toilet seats.

Inspectors observed staff being rough with people and ignoring residents in distress, while they also failed to notice when some people did not eat their lunch.

They also found there were not enough staff on duty, and at times there had been only one nurse to look after 27 people.

The smell of urine was overpowering in the home and residents were forced to wash in cold water as no hot water came out of the taps in some rooms.

One cleaner was seen to give a quick rinse to a commode in the basin of a toilet, while they and other staff had not been trained in infection control.

Inspectors found mould on walls and stained carpets and discovered a serious infection risk due to a clinical waste bin being left unlocked outside.

Staff regularly worked more than 50 hours a week, with some working as many as 84 hours, the CQC discovered during two unannounced inspections and three other visits to the private care home during November and December.

They also found that not all staff had received a criminal records check and there was no evidence that all nurses were registered with the Nursing and Midwifery Council.

Dementia sufferer Alfred Dodd, 85, died days after being evacuated from Merok Park after it was ordered to be immediately closed down.
