US president Barack Obama is asking Congress to formally authorise war against Islamic State militants and says the group could threaten the US homeland if left unchecked.

The president is sending Congress a proposed three-page resolution to authorise military force. In a letter accompanying the request, Mr Obama urges Congress to “show the world we are united in our resolve to counter the threat”.

Mr Obama would limit authorisation to three years, with no restriction where US forces could pursue the threat.

The proposal bans “enduring offensive combat operations”, an ambiguous term intended as compromise between politicians who want authority for ground troops and those who do not.
